Wonder if any delay is related to the conclusion of the MSP investment, have to hope that is imminent if so.

Apparently its 14 days notice to remove Kenwright as Chairman, assuming a move is made to remove him and/or he is not of a mind to resign voluntarily.

It would also tie in with the 14-day notice period required by Companies House of the resignation of directors, just that in that scenario Kenwright has to be removed, rather than resign.

I'd imagine MSP would want the decks cleared, however "committed" they are, and I wouldn't blame them. It's not required to pay Kenwright off to remove him, so I wouldn't see what that would achieve.
 
The only thing the club has is the stadium and as Paul said it’s way way later then it should, they wasted sooo much time, prime example was you see the plans in February, 18 months later it came out.

I can see this being right. Club fearful of more announcements only to get it wrong (again) until it’s done. I don’t remember seeing any press highlighting this 14 day stuff which if right shows how bad the reporting is
 
Bill Kenwright and the board legacy is irrelevance, he taken a 9 time champions and made them so completely irrelevant that the local paper havnt even bothered to mention that the board apparently quit nearly 2 weeks ago and no replacements nothing.

If this was ANY other team in the PL they gave a report there daily for updates

What if MSP want Kenwright to stay on at the club?

The hold up could be another interested party have come in with a bid.
