Based on the following three points, together-

1. Not sacking the manager, despite terrible results
2. Not spending any money yet despite the position we are in, and seemingly only looking for loans without obligations
3. Delays in signing seemingly agreed contracts with pickford , gordon and Iwobi

... I conclude that the most likely current scenario is that a takeover is imminent and there is a contractual agreement or something in the head of terms preventing the club from appointing a new manager, signing any contracts or deals over a certain value.

Each of the above points are explainable on their own, but all together I think the most likely scenario is as above.
Or they have factored the real prospect of relegation into their finances (including payoffs for a big management team), are in a precarious FFP position (not sure what the ELs rules are on that but aren’t they more draconian than the PL’s?) and are planning a big sale in summer (JP) and with parachute payments are looking to bounce back first time? Unless Moshiri takes a massive loss, I can’t see how he sells the club to break even to a buyer when there a real prospect upon us being the Championship next year and the value of the club plummets.
 

Well three members of the fans advisory board have resigned tonight.
Letters gone in ,
All giving the board a bit of stick in there letters as well.
After today's events
They only have met Sharp Twice, Baxindale once, never met Bill, the rumours are saying, in the time they were running.
another complete fk up by the board,
These people had spent a lot of time at least trying to get something going, even if you agree with the set up or not.
It not the way to treat fans.

It's no surprise is it. The much vaunted review was the board marking its own homework.

All the fan engagement stuff is lip service from them, another production by Bill Kenwright esq. Utter shower.

Shame for them that gave their time and good intentions though.
 
The only explanation for the lack of board overhaul is Bill knowing too much. He knows all about Moshiri and Usmanov’s funding, and Moshiri can’t risk alienating him.

True mate always had a bit of a exercise from the club
But they should at least pay the people involved a little respect,
For putting in the time and effort.
Tried to link the letters but didn't work sure somebody good on twitter can put them in here
