We were told this for about 6 months with 777 guys before that fell through.

Premier league could control the rights, all the money goes into one pot and distributed accordingly, more money cascaded into grass roots football, good causes etc. this should be the starting point for any football regulator
 

Almost a month into a three month process, no.
There was talk that they had already started the regulatory tests when they made the agreement with Moshiri last time and it could go through quicker than the usual 8-12 weeks.

I don't think they'll have problems passing them and the PL might want to get it out the way with all the City stuff going on at the moment, so you never know.

Almost a month into a three month process, no.
There is no fixed amount of time for the process. It can take anything from a month upwards depending on how the process goes. Nobody knows for sure how long this one will take, football insider included. It is not inconceivable however that the process in this case could be completed sometime in November given that a lot of leg work was already done prior and there seem to have been very few reported hurdles.
