Dowell in my opinion has got what it takes to make it at the top level and Joe Royle thinks he's good enough to play for England. I feel that he should have had some time on the bench this season and come on for 20, 30 minutes. Koeman I feel has wasted time with players like Lennon, Cleverley, Kone and Valencia. I'd rather he'd given some time to Dowell who could have been coming on for Barkley in quite a few games. If he's not going to get any time in second half of the season then we really need to get him on loan.

Trouble is he's been having a poor season. If your not playing well for the U23s and not showing it in training, you don't deserve a chance in the first team on the off chance you might do well.

Watched him myself the other night admittedly 1st time this season but he didn't really stand out,I think it would benefit him and Everton to go on loan.
