Depends on what source you deem credible mate.
This was from the echo today:

Confirmed: Everton interested in Dutch midfielder Georginio Wijnaldum
Everton rivalling Newcastle for PSV star Wijnaldum

Everton are set to rival Newcastle United for the signing of Georginio Wijnaldum.
The PSV Eindhoven midfielder looks ready to leave the Dutch club this summer and the Blues have now registered their interest in the 24-year-old.
Newcastle are said to be favourites to sign the Holland international, who played at the World Cup last year, but the ECHO understands that Everton have also entered the race for his signature.
The Rotterdam-born playmaker started out at hometown club Feyenoord before moving to PSV where he won the Eredivisie this season as captain of the Dutch outfit.

Love this to be true

afew quotes which have been mentioned on here before about needing a playmaker to unlock defenses, missing Pienaar and Osman, praising the skills not easily found in UK players would suggest Step One has been arrived at. I am not so fond of the twelve steps as they are a tad too religious for me but around step four you get to take an inventory and then right in the middle you determine to fix the issues, but Step 10 maybe a problem in this scenario as Bobby Brown Shoes has not shown a proclivity to admit when he is wrong....
I think our problems last season where also tactical. That's where I hope he has learnt. I am holding out hope because he has always talked about moving Ross back and from the (supposed) targets it would appear that's likely.

At the very least if Ross doesn't play alongside McCarthy then Cleverly will.

Wijnaldum scored 14 goals last season from 33 games, a superb effort for a midfielder, however he only 4 assists. From all competitions he had just 6 assists in 44 appearances. I'm not going to act like I've seen a lot of him because really I've only ever seen him play for the Netherlands. We need a number ten who can bring other players into the game, cut open defenses via passing and to feed Rom into really good positions, stats like that make be doubt he suit that role.

15m seems way to much for an unproven player outside of the Netherlands. Especially when you consider the rumored fees for Mertens and Shaqiri.

Just really not sold on the lad.

We need a playmaker but this guy is a pure attacking player which is what we need

It's impossible to tell, of course, but what do people think: are the likes of Wijnaldum and Praet genuinely better than the Barkley we saw in 13/14?

....it would be a risk expecting Barkley to produce the goods consistently. He shows flashes of brilliance but we need more. We also need competition for all positions.

I feel that's already what Ross is, he doesn't score as much but making direct runs, dribbling around players and taking shots, Del is extreamly similar. Naismith scores goals and attacks as well, but has zero creativity.

We need a proper creative, ball playing playmaker, we already have enough direct attacking players.
