As much as we would love Usmanov here, the truth is very few know if he is coming or not.
So what ever we see in the press take with a pinch of salt, their guess is just the same as ours.

I don't know if he is coming to Everton but leaving Arsenal must be a positive thing. If he didn't come but just sent up shed loads of money that would be an acceptable compromise.
 

Everything in life is about timing- ironically Usmanov's future will prove if our deal with Moshiri was either good or bad timing.

1. If Usmanov buys into us and links up with Farhad, then it's worked out percect timing

2. If Usmanov wants his own project then it was poor timing when you think had Moshiri purchased a differsnt club we would have jad a chance of being snapped up by Usmanov.

The EFCSA will continue to strive to be the custodians of Everton Football Club to ensure it continues to act in a proper manner.
We are reassured that our major shareholder, Farhad Moshiri, has repeatedly said that he has no plans to dilute or undermine our position.

Well that is a relief, I can sleep easier now knowing that there are brave men and women ready to defend this club from any would be no gooders. Their combined 3 votes ready to block anything that doesn't look right, sticking it to the other 97 who will surely change their minds immediately in the event of such overwhelming force.

If he did arrive and wanted to invest on and off the pitch I’d imagine he’d want to control all of the equity (with Moshiri) otherwise his cash investment would be benefiting the small shareholders in terms of the incremental equity value he’d be generating via his cash with them contributing nothing.

But in terms of personal returns it would still be worthwhile? Perhaps he likes the idea of having the pissing off power that Kroenke had/has? Even taking the figures guessed at for the stadium and team investment it's still going to be a vanity project, the prospect of spitting in Kroenke's face as we leap frog them is incentive enough, to sit amongst Europe's elite would drive him further.
Still speculation of course but that statement, on top of all else and the belief that Bill et al were supposed to relinquish more shares after a certain time as part of Moshiri coming on board would suggest this statement is a little squeal for help.

Everton FC Shareholders’ Association Statement Regarding the Ownership of Arsenal Football Club

The 7th of August 2018 may go down in the folklore of Arsenal Football Club as much as Everton’s move from Anfield in 1892; both events driven by an individual’s intent on taking their football club in a direction not supported by the majority.
Today Stan Kroenke, through his company KSE, has reached an agreement with Alisher Usmanov to take total ownership of Arsenal Football Club through the acquisition of his shareholding. Usmanov, despite a 30% holding in the club, has been unable to have any direct influence on any strategic or operational affairs at the club. In these circumstances one can understand why Usmanov might wish to sell his shares.
However, as a direct result of the acquisition of Usmanov’s shares Kroenke is also able to compulsory purchase the shares still in the hands of small shareholders, often held not for financial gain but to ensure that the club is accountable for its dealings both on and off the pitch.
The Arsenal Supporters Trust, of which some shareholders are members, see this as a “Dreadful day for Arsenal”.
In an age when fan ownership, or at the very least fan representation at board level, is very topical this is seen as a retrograde step.
The EFCSA acknowledges the disappointment of the small shareholders of Arsenal Football Club and hopes that going forward they may bring influence to bear in other ways.
The EFCSA will continue to strive to be the custodians of Everton Football Club to ensure it continues to act in a proper manner.
