All of that makes sense to me albeit after a little research. What I'm struggling is why Abramovich had recent problems, ie Visa issues and potential selling of Chelsea FC?

I see it as a backlash to Russian involvement in the Skripal poisoning case. Putin had overstepped the mark and the UK govt had to be seen to be doing something.

So Abramovich, due to his close ties with Putin was seen as the sacrificial lamb. However he then becomes an Israeli citizen and is once again free to travel to and stay in the UK. Only this time, he now doesn't even need a visa.

Now that's a satisfying result for all concerned parties. It's all a game.

High profile character. Kick up a fuss and then let him come back under a different scheme a few months later. Better to look tough after the Skirpal poisonings etc.

All of a dangerous game considering the Royal Families of Russia, UK and Germany were all related before the first world war kicked off.

Rules can change as with any game. I'm sure these Oligarchs will want to have safeguards for future investments in the UK and this fits in well with Boris Johnson's trickle down economic policies. If so, then there's no reason why Usmanov can't buy Everton as long as Putin behaves himself.
 

I think this could well happen.

I think he has already built a stadium near goodison but is just waiting to buy the club before he unveils it. He has probably boarded it up so no one can see it.
