This is true. It's the same for Canadians, Icelanders, Asians (although I think Japan is breaking through), etc.I think one thing that other Yanks forget is that it isn't an anti-American thing, it's a wholesale sort of discrimination based off your country's footballing history (or lack thereof).

Heard an interview once where this higher up in football said if it comes down to an American prospect or an African prospect, the African prospect will be preferred just about every time.
That's just the way it is.
