Anyone over 16 years as a bicycle rider - needs to be insured - reg plate on the bike - appropriate road tax paid - & have a road licence certificate after passing a basic road test, & adhere to the highway code - end of -

No, they don't. 'Road tax' isn't a thing. It's called Vehicle Excise Duty. The amount to be paid for using a vehicle on the road is based on co2 emissions. Bicycles produce no emissions, thus pay no tax.
They cause accidents & the old days have gone - a total liability on the road going downhill the modern cycles exceed 30 mph too - I nearly got run over by one when there was a cycle lane to use - a law to themselves - the government needs to wise up a good income of revenue could be gained - I don't class them all as irresponsible idiots, but there are enough of them & with no insurance its ridiculous the accidents they can cause anywhere any situation on a road especially at traffic lights .....

Why should they get a free meal ticket ? & cause death sometimes with no insurance ?
No driving test etc ?
A total liability I witness daily - the Lycra they wear they should be fined for that gear :D

Examples of such? Anyway, we digress. Insurance is for risks... vs tax based vehicle emissions. They are two separate things.

Did you need a test to learn how to ride a bike? I was just taken to my local park by my parents/grandparents... I mastered it in one afternoon. A bit wobbly at first... take off one stabilizer at a time. Then, another.. Done. Trained..

I rodemybike on waste land not on the road - then passed a proficiency test st school... then had a motorbike passed my test 1st time ...car test 2nd time all costing money
