Hope you're at least half joking with this mate.
Agreed that they're going with players on their way out or subpar youngsters, but I would hardly consider Oscar a non league quality player.
 
Big question is, if we get Rooney, will it be as a replacement or to play alongside Rom?

And how much of an impact on our other signings and the quality of them will the reported 150k a week wages have?

Rooney was not supporting Everton by being a player for them. He was paid to do it and it was his job. That is not what a fan is (see above).

You should gauge how big a fan someone is by how much time, money and effort they invest in the team they support and also by how much loyalty they show in their support. I'd hazard a guess that 100% of the people on this forum spend a higher percentage of their income on watching Everton and buying merchandise as well as investing large amounts of their personal time going to watch Everton play than Rooney does.

It's every kids dream to play for the team they support.

Let's not bring money into it, plenty of people who can't afford to go the game who are good fans.

The ultimate goal is to play for the team you support or follow, if it's not why bother. It's like saying, I'm playing the lottery because I'm a fan.

We have a very good disabled team and program through EITC, I'd say a disabled person who plays for the Everton team and puts his body on the line for his club is a better fan than you or me.
