Whilst we've spent a lot of money, we've received big money for Lukaku, Digne, Stones, Richarlison, Iwobi, and Kean. We've also bagged transfer fees for many others. Vlasic, Barkley etc.
Also, if you think about it, we have actually improved in our recruitment strategy. Much of the damage was done in that dreadful Walsh/Koeman spell. And contrary to popular belief we haven't flushed all the money down the toilet. Here's a breakdown and rough estimate of our current playing asset value.

It’s now so late in the day that the “ Out of contract” situation dominates. If we want him and agree a say 2 year contract , we won’t play him and give him a decent wage as we‘ve saved £10 mill. If we play him , pay £10 mill he can still go elsewhere if he gets a better offer. So little point in playing him , unless we somehow believe he’s our future and he’s staying.

Had some of the players we bought, done a little bit better, or maybe have been a bit better quality, then maybe we'd have finished higher up the league. Perhaps we'd have qualified for the waffa? Maybe even the CL (like in 05)? Then stretching it a bit further, maybe even (dare I say) we'd actually won a pot?
So, had our recruitment been a bit better, then with a better quality playing staff, a bit more success, then our finances (due to having a more settled team) might have been better going into the pandemic.
All 'ifs and buts' admittedly, but we did an amazing job of buying absolute [Poor language removed], with largely zero sell on value, and in the main very few long term first choice players.

I did a quick google of players signed since Mosh took over, and I don't think it includes the last 12 months, either way, the following list is a total car crash in terms of long term first team players/sell on value.
