Theres already evidence to suggest City have broken rules. The premier league now accuse them of 115 breaches.
Everton were in breach of 1 rule which is due to opinions based on audited accounts.
But you know what they'll get? 10 points. Ours will get reduced on appeal...City's will stick. But 10 points to city is nothing.
Add to the fact City's breaches have been discussed by the government with Qatari officials is another reason why they'll get off lightly

What’s clear is that we showed an intention to stay within rules, we were transparent with the league about it but certain unfortunate events have taken us outside of it marginally. Everyone can argue about whether Everton deliberately did this and we’re definitely a shambles but a transgression worthy of a 10 points deduction? No chance.
Even if we’d just have been fined the amount we were over the limit that would have been a harsh fine but a points deduction of this size is ridiculous. I hope we don’t even settle for having it reduced to 6, we shouldn’t have any.

It’s not their job to sanction purchases and sales, made clear in the report. It’s their charge to review the annual accounts given by the clubs an determine if there are breaches.
