I agree that money is the big issue. If nations pulled out, or tournaments abandoned, the organisers/governments could not afford the financial hit. They would have to think long and hard about really improving safety and security, before being trusted with any future event.

Participating countries need to make a stand. Third world/developing countries need to raise their standards to what is expected at worldwide international level. If US sportsmen had been killed they would virtually be at war with Angola by now.
