How else could they have done it- easier for his friend to help him out and then worry about his shares later.
 
Read esk's piece. Weird to ask why would anyone want to buy 30% of Arsenal. Why would anyone want to buy any percentage of anything if that's the case.

Why did Usmanov buy moshiri shares? To help his business partner make the first move in acquiring efc maybe?

City sold a 13%.stake to a Chinese consortium, for close to 300m, the consortium will have zero influence, decision making, or power. But it has the prestige attached to being part owner of the city brand, I'd say arsenals brand is at least as high profile especially in the far east.

See, this is why I'm struggling with @The Esk 's near certainty. I think the money in the Premier League is changing it in nearly every way. One of those ways is that owners may not really care about what happens on the pitch anymore. They may not see things with a desire to 'control' the destiny of the club, but purely as investment vehicles. Kroenke does, as an example.

It seems reasonable that some multi-billionaire would see the value in buying 30% of Arsenal's shares, knowing that in the past 8 years they've grown something like 133% in value. 17% a year? That's a hell of a return if you're interested in making money.

Football is a business now. In many, many ways.

Usmanov may or may not be wanting to come here, Paul Brown may be full of it or spot on - speaking as someone totally not ITK, I shall get excited when I see Usmanov in the Echo quoted as "I've been an Evertonian all my life kidders".

With respect that's not accurate. The 13% acquired by CMC was a strategic investment by the Chinese. It allowed them to diversify into Manchester City's holding company and in return have their expertise available to a significant investment programme in Chinese football.

Look at CMC's relationship with the Chinese Government and then you'll perhaps understand the reasons for the investment and the influence it brought.
