Pre Moyes, when PJ owned the club I agree, Smith era was about staying up and starting the slow process of stability, Walter was ok, he had a very hard job but did fine.
There was a very strong chance we would be relegated under Smith. That’s why he was sacked and Moyes was brought in. Smith had his moments but ‘did fine’ is far from the truth, mate, otherwise he would not have been sacked.

Narr Walter was OK, don’t forget what he inherited and had to work with, becuase of the mess PJ got us into we constantly had too sell players becuase there was no money, Jefers, Barmby, Don Hutchinson...etc it was a very hard deck he had to play with.
He probably did have to go when he did but he gets a pass, not because he has since passed away, but the circumstances were hard, in a similar way too how nobody is fully blaming Frank for this mess
 
On the pitch we did fine, pre Kenwright basket case on and off the pitch, dont turn a blind eye to things like PJ refusing too buy Flo for Joe Royle, the following season was HK3 and a lucky escape, selling Dunc to Newcastle the following season, those times were very grim on and off the pitch.

We did not do fine on the pitch between 1999 and Moyes arrival in late 2002. Relegation was always a threat throughout this period, and was a near certainty when Moyes first arrived. It took a massive turnaround by Moyes to keep us up.

Yeah but it was better then it has been before, on and off the pitch
 


How was it he couldn't sign any good players?
He did, he picked up HK3's squad and found a few bargains, Weir, Kev Campbell, John Collins, problem was he was given fake information by Johnson, we were spending money we didnt have, so players had to them be sold, it was a mess, the debts went up, the club was almost dead under PJ, hardly Walters fault

Lucky the club's saviour rode in with fresh investment and a plan to get the club up the table a year into his tenure.

I agree his gig was hard and with the reasons you gave. You could add Dacourt and Materazxi to that list!
And, in the same way that some people (myself included) give Lampard a bit of slack because he is not the whole problem, it was tough on Smith that he had good players sold because PJ was not much good - to put it mildly.
But Smith, (RIP), did not do ‘fine’ overall, he was pretty cautious and defensive at the best of times and had certainly run out of ideas - as shown by the relatively dramatic improvement Moyes, despite being less experienced than Smith, got out of those same players to keep us up.

That's a big concern for me though, you can't have effective leaders who are easily bored by details. Or possibly in Moshiris case just no longer interested in Everton related details
Moshiri owns the club can appoint the board. The board oversee the running of the club.
usually in privately owned businesses the board are only too aware of shareholders wishes and run the company accordingly
