Stones is years away from being captain material, its not about how good you are with the ball, or abilty related. Barkley is too shy and needs his own confidence, before he can start thinking about other players, to be honest I can't see either of these two being captains if im honest.
Its about communicating with the team, orders, encouragment, experience, for me I would give it to Barry now.

You could say that handing Barkley the armband would actually be the best way of boosting his confidence, to an extent...
