Absolutely things can be done better. The money spent on players and agents is obscene for a start.
Let's look at Burnley, for example. It's a town that's pretty poor. It's a town that loves it's football and it's club. Burnley have been living the 'dream' over the last few years, raking in hundreds of millions.
Where has this money gone? Has it rejuvenated their facilities and helped their town become a better place? Has it heck. It's gone into the pockets of players and agents, mainly.
A rule forcing Premer League clubs to spend x% annually on community and/or infrastructure development would be great imo. Not a token gesture, make it 25% of tv money.
Wage cap - you can pay players whatever you want, but it cannot exceed 75% of tv revenue. We all know that the more you're on tv, the more money you get, so the kopites, for example, would still be operating on a 'bigger' level than Southampton, for instance. This allows the owners, to have their noses in the trough also, as merchandise and matchday revenue is basically theirs.
There's many, many ways the game can get better, but that's not what these people want.
I think the clubs have read the room better than you haveI hope you're right - I genuinely do; but I'm not sure you have read the room on the anger of the 14, 10 plus of them will only care about the TV rights being as big as possible and that is their sole priority.
