Agree that some of the move has been fueled by the quota and the desire to weaken a rival but don't think those alone are enough to break the record for an English player.
He'll learn a lot from playing with Aguero and Silva that could well improve his all round game and provided he copes with the added pressure think he'll get reasonable game time. Perhaps not as much as he would at Liverpool but there is a balance between enought game time to develop and too much that can risk burn out - his 4500+ minutes last season was probably a bit too close to the latter.
