The fact we have resorted to it in the first place
All I know is that we are desperate for a forward and have no money. Would rather he was in the squad than going out every week without him and no strength up front. We are unable to to hold the ball upfront and make it stick. Even if he can offer this it gives us an outlet occupy some defenders, maybe just maybe the “creative players” can find more space to play.
 
Based on how Everton operate its much more likely to be the former of your points. The fact is we have no one lined up and we then bring back a player we believed was not good enough 4 months ago.

If it looks like desperation, and its Everton who are behind the decision, then it is more than likely Desperation.
I’m as critical of the club as anyone when there’s something to be critical of, but saying ‘the fact is’ when you have absolutely no idea whether it’s a fact or not is a bit daft.

I’ve been saying for ages, people thinking we were going to go out and sign a top striker to transform the team were living in cloud cuckoo land, for many reasons. If simms comes back and grabs a couple of goals coming off the bench then it’s a good move. If he comes back and doesn’t then we’ve lost nothing. It’s moaning for moaning’s sake.
 
This is all true. I have been a big Dominic Calvert-Lewin fan, but have expressed lots of concerns over the last 12 months. Even if he stays fit, there is very little guarantee he performs at that level.

I can't see any sense in letting Simms go before getting a forward in who is 6 ft plus and can run in behind.

We need somebody as well as Simms, but honestly I see very little sense in keeping a lad out on loan, who is scoring at around 1 in 2 in the championship given our current predicament. If we had Richarlison and Dominic Calvert-Lewin flying that would be another matter, but we don't. This to me is complete common sense.
Simms back prob strengthens our negotiation if we are, in for another striker. Our pants are down at the minute with our forward force. At least with simms we can be prepared to bluff we could walk away.

Heads falling off over this recall. Lampard has said it is to give us more options from the bench.

For context:

Gyokeres 24 games played, 12 goals and 1 Assist

Brereton Diaz 25 games played, 9 goals and 3 Assists

Simms 17 games played, 7 goals and 2 Assist

Recalling him makes sense so he can replace Rondon in the squad. In hindsight he shouldn't have been sent on loan.

We still need more signings in the attacking positions though and maybe having Simms back allows us to focus whatever funds we have on players to come into the starting line up.

Sunderland fan here, just thought I'd give you a bit of a reaction from our end regarding Ellis Simms.

We're all disappointed he's going but he definitely isn't the answer to any goal scoring problems you have. I think he's at his level at the minute (Championship), but he's really raw, his first touch isn't the best and his movement is lacking at times. Works hard, but I think that has been brought into his game by our coaching team as it's something he has improved on.

He's lucky at the minute that our frontline is very very good at the minute, so he will always get chances - he's not one to fashion many chances himself.

I (and many other SAFC fans) think Lampards decision to recall him will hinder his development (is it a hint of desperation?). As you all know, playing in the Premier league is a world away from the championship, and I personally think he'll struggle. If he's going to sit on the bench, I don't see the point in his recall.

Anyway, we'd all like to wish him luck.

I dont expect us to sign a top elite striker

I do expect us to sign a target man who can hold the ball up, occupy defenders, and provide 5-7 goals
