Ultimately, in my opinion, the DOF should be the deciding factor as they should be setting a footballing strategy for the club and the buying of players to fit a style/profile falls into that role.
Shouldn't listen to the manager. The point of the DoF model, is that you are expecting your managers to be transient. It is supposed to prevent clubs signing players for short-term gain. Yet Everton appoint a DoF and always kowtow to crazy owners, stupid chairmen and crap managers.
 
Think of any defender we've been linked with semi seriously whose not from the UK. Not sure if Dyche at Burnley or us has ever brought in a foreign defender...

Come to think of it he's always been UK centric on players - probably down to the 'premier league experience,' bullshit he spouts/believes in.
He had Erik Peiters at Burnley. I cannot think of another. He almost exclusively uses players from UK and Ireland.
