I think the logical explanation is that Koeman is trying to take little risk, and is going for players he knows can play in the PL immediately. I think his aim is to see us move up the table this season and at the very least challenge for Europe. Rather than spunk a load of money on non PL players like Spurs did after they sold Bale which saw at least two bad buys (Lamela also being a terrible signing in his first season), I think he is playing it safer for immediate returns.
It is still likely that he will look at players from other leagues, but I think this first window is showing that he's looking to improve immediately especially when you look at the ages of the players he's gone after. I would imagine if it works, he'll look more abroad in future dealings once he feels the team is filling out properly.

This year is a year you need results, not guesses. Because if they finish in Europe this season, it does several extremely important things: 1. Produces new revenue from European cup games, 2. Provide incentive for players to join Everton, who wont join a team otherwise, 3. Provide ammo for getting good financial deals, such as a new shirt sponsor, etc.
If we succeed in that this year, we can be generating an extra 25-35 mill per season which we can use toward wages and players. If we fail to move up much this year, we get none of the three. With #3 probably being most important to long term success that could be a problem. So this is the year it makes more sense to pay extra for proven commodities, dont take chances, spend more than is typically "worth it" in a season, because you only get to make a first impression once.

People are also assuming that it's a permanent signign we are looking for if this lads tweet is at all accurate, whose to say we are trying a cheeky loan for a out of favour Madrid player - Isco, Kovacic or even James on loan we'd have a fraction of a chance at with a big loan fee - full wage offer and chance for them to 'proove themselves' in this leage so Madrid can get a whopping fee afterwards. to sign them permanently - pretty much no chance whatsoever - plus player may consdier a 1 year move as a means to an end (given Reals policy of churnign manager sin a year or two) gets them out the club and back for a new manager to reavaluate after a great year in the premiership.
