The disallowed goal is exactly what VAR should be used for, irrespective of if the ref blows his whistle or not.
I thought the idea was to check crucial decisions made by the ref in the heat of the moment, with the option to overturn the initial decision.
They do it with offsides all the time.
The cynic in me says City or the RS would get the goal.
