Yep hes under 21 and been with the club long enough they do not need to assign a slot in the 25 man squad.
But they can and have given him a squad number for when he is called up to play.
Getting assigned to the 25 man squad and getting a number is different. I think it confuses a lot of people. You can assign up to 99 in squad numbers and then include any of those 99 in your 25 man squad as long as they meet the criteria etc...

Dowell been neat and tidy so far and putting in a shift defensively. Finding it hard to influence the game though against a very good Brazilian team. I've seen this before with Dowell. He has great touch and awareness but drifts in and out of games. Need to find a way to get him more involved so he can use his obvious talent to influence games more.

Took the words right out of my mouth. Dowell has great individual talent but I worry that he may not offer enough to teams to get selected. He doesn't have the same dribbling and ability to get past a man when out wide as say the likes of Delofeu does , but doesn't offer the energy of a Davies or a Walsh.
