That's because there does not appear to the naked eye, any significant sign of changes apart from playing personnel and the management.

Did he get any of his main transfer targets? Did he get his preferred targets for DOF? Has he been successful from a PR front? Did he back his manager? (Koeman being the only plus to Farhads name), Did he get top names onto the board? Did he remove the incompetent board members? Did he pay for the FF and stadium improvements? Has he achieved stadium progress? Has he given fans a vision of his aims? Has he wiped/lowered club debt? Has he become outright owner of the club? Has Bill's role at the club actually changed?
It's perfectly fair to believe no to be the correct response to each of those questions.
