Just on the FFP issue, my understanding is that City have only ever been penalised by UEFA, and that the Premier League have done absolutely nothing when it comes to FFP in the Premier League?
City's 50 million pound 'fine' actually came in the form of withholding prize money, which I presume is prize money from UEFA run competitions, and was met with a shrug of the shoulders from Manchester City.
I'm not sure UEFA or the Premier League would do anything at all if a club was to dismiss FFP restrictions and they ended up finishing 5th or whatever, and if a club has access to that amount of money then it will be met with the same shrug of the shoulders that they get from Manchester City.
FFP can't be completely dismissed, but it's not the massive restriction some people make it out to be, which some clubs hide behind as an excuse for failing to invest.
