Tottenham are keen to recruit McCarthy, 24, but City's interest in the Republic of Ireland star is a new development.
Everton manager Roberto Martinez is determined not to lose any of his star players and McCarthy has been integral since arriving from Wigan for £13m in 2013.
City have the financial power to test Everton's resolve, but will want to be assured McCarthy's hamstring problems, which forced him to miss nearly a quarter of the last season's Premier League campaign, are behind him.
Delph was due to move to City in an £8m deal fromAston Villa last weekend, but made a dramatic U-turn to leave Manuel Pellegrini's side short of homegrown players.
