I agree with all prior responses. Moyes seemed to dislike Barkley's mistakes, desiring perfection and maturity. Martinez alternately seems to want to give room for development and creativity, mistakes and all. Maybe many other managers would have done the same as Martinez, but many others probably would not have done any different than Moyes. I find nothing supportable in your initial statement, and it gets wide disapproval.
Lukaku was a starter for WBA, and would have been for most sides in the league last year. Mourinho seems to disapprove of his style/maturity/discipline, or simply doesn't think he fits the system currently employed at Chelsea, but Martinez welcomed the opportunity to bring him to Goodison, even if for a season, and give him the lead role. Again, little evidence to find your statement supportable.
Martinez praised Stones from early days and gave him ample opportunity early (remember Juve?); no doubt it took Martinez some time to feel comfortable breaking up his long-serving backfield to insert the 19 year old, but he was a frequent contributor as a sub early in league play and Martinez did not seem to hesitate handing over the reigns/keys/<insert metaphor for complete liberty and authority> when injury prompted the action.

My sarcasm and selection of apt cat gifs are more fitting in most conversations than serious details and my footballing knowledge, so I default to these in most cases.
