The DoF of the day must be involved to some extent. I think if whomever it is had a demonstrably better track record with the success of "their" signings, their power base and influence would grow and Moshiri would have been more likely to defer to their judgement in future.
Brands was not publicity shy at all initially, mostly about himself and his "achievements". He was adept at self-promotion and seemed to be treating Everton as a springboard, giving snippets of information about how he negotiated with Barcelona and Juventus. Perhaps if he had focused more the signings would have been better and he could have established himself as a figure of trust and competency in Moshiri's eyes.
