….I presume he has a spend envelope to spend as required. I don’t think he had ‘x’ amount to spend solely on a striker.
Thats possible, but I could just as easily see him being told what areas to spend on. The first window he may have had both Bill and Lampard directing his spending, and with a team full of holes they may have told him to focus on the rest of the team, hoping DCL would stay fit. The second window it seems he wasn't allowed to spend a penny.

The main 3 teams/clubs I follow all have incompetent ownership and they are eerily similar in how they are run. No one outside of them knows who's responsible for what decisions because they keep tight lipped about it, and they do so because even THEY know its a mess. The owners and their right hand man are involved in things they shouldn't be, and this secrecy lets them blame other people and fire them. Anytime an organization wont answer the question of who is the decision maker in those areas, its for very good reason(bad if you are a fan).

Well, in my opinion there's not enough that can be known about his work yet, and this window will be the real proof in the pudding, so we shall find out.
 

How do you do your job when the people you deal with have quit, are sobbing uncontrollably, grabbing onto their train set for dear life or completely awol?
Does he even know what funds he has?
Does he know what wage room we have?
This club is a mess and hopefully we get it sorted out soon so our DoF can be a DoF, hopefully with minimal interference from everyone besides the manager.

We couldn't afford to pay the loan fee and wages cause of ffp.
I honestly feel last seasons dealings had 1 aim. Bring the losses down.
Wouldn't be surprised to see it again this seaaon.
With the rolling 3 year thingy, we have this last season and the previous 2 seasons to take into account. I wouldn't be surprised if we are still hampered in our spending.

Most likely we will spend whatever we bring in, in sales this summer. I expect Onana and Grey maybe Simms and Dobbin if we can get buyers, to go and then we will spend close to that amount. If not less. Could even see us trying to make a profit this year to help for the following season.

The man is seriously hammpered in what he can do. Hopefully he has lined up some unknown bargain names.
In which case, Maupay should not have been brought in and the money spent for his signing/wages, used to finance signing a halfway competent centre forward. His failure to prioritise a centre forward in two transfer windows, when it was plain to everyone that it was our glaring need, very nearly relegated us. I'm not saying Thelwell is the most incompetent cog in our disasterous recruitment machine, but, he must be in the running for that position.

It's not rocket science, we need a centre forward, I'm not saying we can go out and sign a boss slotter, they wouldn't come here and we couldn't afford them. We do, however need to sign a big target man who the ball sticks to and who can weigh in with 10 goals or so.

Given the disgraceful incompetence of the board, I don’t see how we can judge Thelwell at this point in time. We have no idea what he’s been told to do / allowed to do, or even how much involvement he’s had in the transfers we’ve seen since he joined. He may well be utter crap but until we’ve got some professionalism at the board level, we won’t know if people like him further down the chain are good, bad or indifferent. You can’t even judge him for staying because we don’t know his personal circumstances and there are very few people who leave a well paid job on principle.

I’m sick and tired of the mess this club has become. We’re so far off the mark at every level - commercial development, squad management, even the running of the catering at Goodison - which is why we’ve fallen so far. The lack of competent club management has hurt us far more than the lack of another striker.
