Stamped his feet VERY loudly after last summer and it seemed to have an effect. I think he needs reining in, but the problem is we have a weak officer corp at the club and an owner who looks at the money being spent as just cash derived from player sales and shrugs and leaves him to it.
For me you need some quality control there that only a proper DoF (not a glorified scout who is a yes man) can exert.

But all managers worth their salt will stamp their feet when they need to. And from what Moshiri has said since it (buying players) is what he too hoped for. Seems the old Darby and Joan negotiating team let everyone down last Summer. But that doesn't translate into Koeman being given free reign on spending. He has been very vocal in the past weeks again about the Board needing to make financial calls and close deals. He sets his targets and the 'management', assuming they agree with him, then need to play their part, which includes deciding on how much to pay.
You've bashed the board enough on here about overspending on players, and now you're bashing Koeman for the same...
It's not the level of spending, it's the mad prices paid which, imo, have denied us the chance to get at least two more players in for positions which I doubt will be dealt with now: LB and CB.
We could have had tens of millions to spend on those two positions if we'd have fought our corner in negotiations better. Everton have been praised for getting business done early, but it was too hasty by far. Paying out £50M for Sigurdsson will compound that.
Of course they'll perform better - and there will be additions yet. But Everton's failure to provide a Plan B (again) is plain to see. And no matter how long the season goes on for the lack of pace (which you need from all over the team) just isn't there in sufficient numbers.
I said it before about Koeman: I have no faith in him building a team...especially an attacking unit within that team.

How could that happen? A club like Spurs looking to save on cash at a time when they have a stadium to pay for would walk away from a full priced Barkley...and so would other clubs at the top. At a £20M-£30M price tag there isn't a top side in the country who wouldn't be interested.
You and I dont know anything of the contract negotiations. All we can do is speculate whether the club were offering anything serious to Barkley to get him to stay. IMO they were made aware he was not in the manager's plans and they have gone along with it to this point where they could even lose him for nothing now.
Spurs have a real stadium almost complete mate. Everton dont even have drawings.So it's acceptable for Spurs to try and save money when they are planning to move stadiums ? But mosh needs to be having 100m net spend when he's also planning a new stadium?
He was our next best player after Lukaku last season. Anyone who didn't see that need to have a word with themselves.
This manager stated that he'd improved dramatically last season. If he can say that then maybe you can see it too?

With lesser talent who wont make such a dent into club finances it might be forgivable. But this lad is family silver and my suspicion is that there was no attempt by the manager to keep Barkley beyond the end of this season and therefore the club didn't act earlier and forcefully enough to tie him down. Basically the club officers and board have been weak. Now the club lose out on at least £20M-£30M in fees on Barkley....and could get nothing still if Barkley sees out this contract here.

No. The club let this get into a position where he'll leave for next to nothing and all because they failed to exert financial discipline over its manager.
Well claiming Barkley was our 2nd best player last season behind Lukaku. Guess the ones I mentioned were all rubbish for half a season like Barkley was.How did he ignore them? Haven't paid attention to this thread for a while.
