This was a 6 month loan deal (during which he never played) that was made permanent in the summer. From what I can gather he was a signing intended mainly for Jong PSV in the Eerste divisie, which is who Romero made the majority of his apps for and would explain why he only made 1 or 2 appearances for the 1st team. So no, not technically a January transfer, nor a 1st team player.
