Both of them say they have to agree on a player or the characteristics of a player. There's no way he's just getting handed players he has no idea about and told to get on with it. No manager in the world would agree to that.
We never know the full dynamics of these things. What constitutes agreeing? Technically I agree with my wife that lots of things are good ideas, but that doesn't mean it's what I would choose to do myself.

Do they have to both be in complete agreement or can it be that one of them says this is an absolutely brilliant deal and as long as the other one doesn't say not a chance in hell it's agreed? It seems pretty clear that Silva likes Kean and rates him as a footballer. It also seems pretty clear that he doesn't see him as a great fit for the main striker's role at the moment. People have been saying for ages that the plan was not to have one main striker and we wanted players who could interchange and play all along the front. That's what all the cool kid teams are doing, so the story goes. Then the second we've tried to do it everyone says it's a disgrace and the manager's clueless. Bizarre.
 
Anybody who saw him playing last season will have recognised his talent. He’s 19 , playing in a new league and a new country , so it’ll take time for him to reach his potential - the PL has had a number of young players who didn’t impress first time at a young age but came good , de Bruyne and that guy over at the RS come to mind. The easy thing would be to do a Klassen and cut our losses in January, but the mark of a manager and a club is if you can work with a talented young player to get him playing at the level he is capable of.

he’s talking to the board and negotiating with the other clubs. He can always say “they wouldn’t accept our offer” or “the agent wanted too much money”. There’s probably a million reasons a transfer could fall through. He could easily set one up to fail and make it look like we tried our best (if he doesn’t actually want the player). I’m not sure he’d do this though, and the fact that we signed Richarlison suggests Silva does get his say.

On the other it could be argued that Silva presumably meets with the players before they sign. He could easily say something like “I see you being an impact sub at first” or “you’ll have to work hard to win me over”. Something that would put the player off. However, a manager’s shelf life is a lot shorter than a DOF so I doubt he’d do that because from his point of view it’s always better to sign someone than no one.

it’s interesting though. I’d love to know how it really works. I guess the big problem would be if they didn’t agree on someone and then the player they didn’t go for turned into an absolute superstar. A lot of resentment would then build up.
 
And that's the thing mate, he should be judged after a run of games. He's getting a bit of game time here and there, yet some lads are expecting him to be instantly boss.

We have a quality, exciting player in Kean, and the lad deserves a fair crack of the whip, but for some reason Silva seems reluctant to give him the game time.
Think like most managers when their job could be at risk,they go for the safe option.Or at least I hope that's what's happened. If we get through the next difficult run of games without too much damage and manage to climb the table maybe he'll start some games.

It's interesting this, but Brands' interview on the official site was pretty good on giving some insight. He claims they speak every day and have regular meetings on player development and transfer targets.

Could it be that that working relationship (which most on here assume to be oppositional) is why Silva is still here?

....he’s had game time, it really is up to him to force his way into the team. This view that he should be left in the team when he’s not effective is odd when points and cup competitions are up for grabs. Kean started against Watford but was poor, he was substituted at half-time and we went on to win the game. Leave him on the pitch and possibly go out of the cup.

You could almost say the same for any fringe player. We can’t use the Premier League to trial players, they need to impress in training and grab their chance when it arises.

The worrying thing is that we’ve had a few with potential in recent times and none have realised it here. I am not confident of him making any improvement under Silva, his lack of discipline shows that he isn’t exactly excited to be around Silva. Vlasic and Lookman weren’t fans either, all young players, did they all have bad attitudes to start with or is there a common theme.
