Instead of a single tier behind the goal, I wonder whether a wall of short tiers (not dissimilar to those in the pic), overhanging the one below might create a unique atmosphere?
Good points.No. Not behind the goal, too many tiers filters the atmosphere. Meaning what is generated in the lower tier will struggle to reach the higher tiers. Certainly wouldn't have more than two tiers behind the goal.
The sides is different though, as they feed off the atmosphere generated from behind the goal. So it can benefit to have them all closer so more shorter tiers can help there.

Liverpool is a beautiful city, when Liverpool Waters is developed, and it will be....No reason why it can't be as busy as Canary Wharf or other other such redeveloped waterside areas in major cities.

That's right, people can't base it on how it is presently, this is the announcement from today of the Ten Streets. That area will eventually be an extension to the city centre.
