...surely a businessman at Moshiri’s level would have expected costs to increase in a project like this. I’d have thought this was the norm for a stadium build.

Nothing in what he has said suggests the stadium is OFF as you keep trying to make out. It's just going to take longer than they originally expected which isn't too surprising given the magnitude of the project and everything involved.
