I think it's like a poker hand, you get sucked in and you keep playing because you are in so deep. It's is probably easier for them to keep going with little to no hope than it is to take the brave decision of "This looks great, but we actually cant afford it - Soz"

The planning application is yet to be submitted, the club have said 'by the end of the year' and after that, it's likely to take at least six months, probably longer to gain approval... before any work can commence on preparing the site.

I'd say we probably need money before we can initiate work as well.
