I don't know anything about construction, it's amazing to me that you can fill in a dock with sand and then drive piles into it that will support a giant structure!

Its not really the sand that give it its stability. The piles will be driven through the sand to make firm with the bedrock. The piles will prevent movement, or sinking. An effectively piled structure done here should still stand if you removed all of the dock infill from underneath it.
The bedrock isn't as deep as you may think, which is why Liverpool is also really good for tunnelling.

Your only real point of reference here is Castle street, the top of which the town hall now stands wit the courts at the bottom. The site of the old castle is where the Queen Victoria monument is now.
