Costa probably has the edge as a player at the moment but the fact that there's not much between them whilst Costa is in his prime and Lukaku is 5/6 years younger, says a lot.
In fact, all those you mentioned have been in their prime years and Lukaku hasn't been far off them at all. If he keeps progressing the way he is, he will certainly get to that same level and probably outscore the lot of them.

I think you under estimate the technical ability of Costa. Lukaku is on par with him with regards to finishing, but Costa's control and link up play are second to none.I don't see him as technically limited at all. Certainly no more so than someone like Diego Costa.
