My point is quite clear.
In order to "progress" Young players need games, a loan will be the best option for the lad, rather than warming the bench and playing reserve football.
But then, a lot of people seem to think 5minutes here and there is the best option, its not and never will be.

He wasn't 23 when he was sent on loan for the first time. Wilshere and Sturridge weren't either. Nothing wrong with a loan move at all.
Cleverley made his United "debut" at the age of 22, having been with the Club for 11 Years.
