I reckon this may have something to do with the Moshiri/Usmanov connections with Russia/Abramovich. Chelsea wanted him and where they are friendly with Chelsea it was easy to just refuse to allow us to bid so Barkley didn't have the choice.
Bottom line, we'll all know for certain come January at the latest. My money's on Spurs pulling some RS behaviour here.
