Spurs had tapped him up.
He wanted to go to Spurs.
The Club ignored his agent and tried to do the deal with Chelsea (or anyone else other than Spurs) but when push came to shove, Ross and his Agent stood by their guns and still demanded the move to Spurs.

Ross probably thinks the Mercenary cutthroat atmosphere at Chelsea would be too competitive and he'd be out after a few bad performances like the rest of them (or he had a word with ROM). He'll have had warm friendly cuddles from Poch telling him it wasn't like that at Spurs, and that they too were a family club who would look after him.
I still don't understand why players can be tapped legally. The only way you can legally tap a player is to tap some tune on the press, and vice versa.

He is contracted with Everton; Unless he is going on a Bosman the only way he should only be contacted for football matters is through Everton. Any other adventure should simply be sent to the CAS.

Tapping up is completely standard practice throughout the entire football industry. I still don't understand how people use it to get riled up.

The problem is more the definition and FIFA not drawing any clear lines on what is going too far. For instance 3rd party tapping up (club gets in contact with a 3rd party or agent but has no direct contact with the player) is so common that getting annoyed about it is really pretty stupid. Every club contacts agents to express their interest well in advance of any potential transfer.

Where clubs rightfully get miffed and start demanding action is when there is direct tapping up, like a manager being in direct contact with a potential signing rather than their agent or 3rd party. This is why Southampton were so upset with Liverpool because Klopp was in direct contact with Virgil van Dijk and had spoken to him several times.
 


Sam could also be covering his tail if Ross leaves. His way of making sure the public knows that it's not his fault if Ross goes.
