Garbutt has not been available until now so you can't hold that against him. Schneiderlin I think it's a case that managers are waiting for him to sort himself out but do we really have an alternative to him? If we do, I don't see it as Davies is having a tough year, Beni is not that player...so who else?
Garbutt has been available since January 1st. Martina has had 4 90 minutes in since then.

The month of January seems to have been spent in getting him fit, playing games and training with the first team whereas he seems to have been totally isolated under RK.

Getting a player ready to play premiership football takes more than a couple of sprints up and down the field and a couple of reserve games.
We see with experienced professionals like Coleman and Bolasie the length of time is spent getting them ready and I think they both will be reintroduced maybe quicker than normal.

It's entirely possible and plausible to think Garbutt would ave been one of them especially if they were going to register him.

Anyway once you register a player you consider him as apart of your first team no? So by default wouldn't he come up to the first team training unless the manager is simply filling numbers for squad size.

He was probably more ready on the first of January to play left back than Martina will ever be.

He’s trained with them multiple times. You can’t have 11v11 games in training with just one fake LB on the pitch.
