We are told that decisions about signings are joint between Steve and the Manager.

To be fair to Steve he may have had his recommended signings vetoed by moonhead and now buffalo head.

And vice versa, he may have been persuaded into certain signings against his initial judgement by ‘the heads’.

Whilst he is culpable, to some extent, for this unholy shambles, he is not solely to blame.
