I think they've found it genuinely difficult to source an available striker who they deem good enough to throw a load of cash at which they might not make back through the sale of Barkley.

A) didn't bid for a striker because we need Barkley sale

B) didn't bid for a striker because they hadn't actually had a realistic list of players they could purchase

I'm going for B and that's more worrying than A as it's their job to have a list of targets in mind and the absolute silence the past few days other than "Everton will try and get a striker" says a lot about having no one targeted at all.

That may well have been the case.
Probably needed to sell a few at the end of the window to fund a striker. Unfortunately it didn't happen.
