It should be automatic but I wouldn't put anything past those sneaky b'stards.....
And as for Europe and USA and trust I'd suggest you dig out that Peter Hitchens video on the EU I mentioned earlier today. It might enlighten you a little bit.

It's not that it's the points of the rebates they decide who gets those projects and fund them so times on white elephants our money told how to spend the rebates they kindly refund us with our contribution!Of course they will promise to spend the money on whatever sounds good.
