Pretty much, yes. It's laughable that someone would up sticks to another country like they're absent mindedly going to the shops. Seems rather more likely that they're going to another country because they have a plan for a better life, whether that's via work, education or what not. It's hard really to see how some random government official should have any say on that matter.
