I genuinely think Everton went in for Broja start of the window and Chelsea told us "not interested in releasing him during this window", and we for some reason took it as "we'll loan him to you at the end of the window". So we'll then go back to them on deadline day and say "so how about Broja?" and they'll say "we told you months ago we're not releasing him", and we'll have no idea what to do and go with what we've got.

You can see the brain trust at Everton thinking "well if we wait until the last week of the window then they're bound to let him go out on loan".
Chelsea then get rid of Lukaku and Werner and the brain trust is still sitting there saying "oh yeah definitely going to be able to do a loan just wait it out, they'll accept on deadline day".
The plan is, we have no plan.
Whenever you're trying to be as ambitious as possible in your transfer dealings, it means the deals are more complex. You'll be challenging valuations, trying to convince players that you're the right choice, trying to offload players to finance the deal etc.It doesn't have to be, but when the two (or more) parties can't come together it tends to degenerate into that.
If the big sale happens, it probably happens this week now that there are supposedly two clubs in for the player. It will then get messy in the last three days of the window. A lot of the bigger leagues (both Prem and Championship, Serie A, Ligue 1, Eredivisie) have midweek fixtures next week, which could hold up or kill deals if one of the parties has a key player sustain an injury. That will probably lead to some business that would get done in the last few days going through on deadline day instead.
