It’s currently 25 C in Doha and the stadium controlled AC at pitch level works quite well from what I’ve read.

Can’t speak to any of the others, but USA 94 had fully outdoor games in Orlando and Dallas. I can’t think of many things more miserable than running around outside for a couple hours in either of those cities in June/July.
