Uefa are against it, Fifa are against it, governments are against it, FA are against it, PL are against it, Fans are against it, pundits are against it, every club bar the twelve rat clubs are against it, this will not happen. Way too much opposition.

The "interesting" thing about transfers isn't what they will be in the future, it's the ones they already have lashed out and have payments on. We probably still owe Watford about 20m on Richarlison. Think of players who moved for big money and how that payment is going to be fixed but revenue collapses.
