But, ultimately, there needs to be massive deterrents now (within reasonable expectations given the balance required) to show that the PL, FA etc are serious.

After that it's on the FA and the government to act on reforms so that these clubs don't have the option. And also on the PL to say 'this is what we did last time, well if you try it again, you're done'.

If they wanted to relegate Liverpool and United all the way down to League Two, I certainly wouldn't be complaining.

But I don't think the votes are there. Nobody wants to set the precedent, because if something isolates them politically it'll be their turn.
