Agreed. If the race stops, all actions should be halted too.

Think the worst example was Hungary 21. Verstappen gets taken out by Bottas but is able to be repaired during a red flag. Finished 9th

People have been saying this since Hungary and for the most part Piastri has been way off the pace since. Then he has one good quali and it comes back. Piastri is certainly quite good but right now he's a clear 7th on the grid. Sainz going to Williams probably slides him to six while Antonelli gets up to speed. He's not a threat at the top.

Not that I want F1 to be NASCAR but the rule in NASCAR has always been you can't touch the car under red.
